This is what the inside of the bottom bracket looked like when I was restoring my 1985 Schwinn Cimarron.
There was lots of freaking out. But the bicycles just fine and it’s one of my favorite rides.

It shouldn’t be a problem. Is this frame re painted by someone? Check all corners where tubes meet. Look for cracks and rust. Dents , surface rust aren’t big deal on streel frames but they can be on stress points where tubes meet especially head where forks are mounted.

Id have no issues with it. It’ll be plenty strong.
steel is very resilient. They made car and truck frames out of it. You will be fine.
Use it. That won’t hurt it until you take the sealed tube down 2000m below sealevel
