It needs rim tape applied. That’s a rim strip for use with inner tube.

Highly doubt that rim is tubeless compatible. Looks like an older rim brake wheel of which most are not TLR.
Unless you know for sure that it is I wouldn’t do it as you could get seriously injured (or worse) should the tire come off at speed.

This looks like an old wheel, isn’t made to be airtight so it will probably be hard to get it tubeless. Just use a TPU tube if you want some performance gains.
