It very well could be threaded. My end cap is threaded and looks like that. The non-drive size accepts a 12mm hex and then I put a 17mm cone wrench on the flats in your picture.
I think it’s reverse thread but regardless it’s not too tight so you can figure it out.

That is threaded. Mine has pass thru holes on the brake side, I hold it there with a thin metal tool then wrench the hub side. Clockwise to loossen.
