I’m out of a car right now, looking for something to help me get around town fast. I don’t have a lot to spend but this bike also seems like an alright deal. I think it is custom built from parts though and I’m not quite sure if what I’m getting.
My first question is this a single speed or a fixed? What is that black attachment?
Does anything appear wrong or odd from the naked eye?

It’s blurry so hard to be positive but I’m almost certain I see a cog on the non drive side of the bike, which would mean it’s a flip flop hub capable of being both fixed or a single speed. Given the lack foot retention and of slack in the chain,either the current owner doesn’t know what they are doing or it’s currently on the single speed side.
If it’s a custom build it’s not an expensive one. Those wheels were cheap eBay wheels from like 15 years ago.
