What is the deal with this sound. I’ve had it on and off, there are times where I never hear it and then there it is! I just bled my breaks as I needed to change my handlebar.

Try pulling the brakes when doing that it clearly sounds like rotor rub.
Definitely rotor rubbing the pads. You may not have reset the pistons, your caliper might not be aligned centrally over the rotor, or the pistons might not be balanced. Or all of the above.
