Appears to be a bad weld. It also just looks like a cap/cover over the angle cut. And based on the photo it looks welded around so imminent failure may not happen but if that weld is bad then you could expect other welds to not be great.
So, really… get a new fork or find someone to look at it locally to determine if you can send it or should bin it.
