Found a pretty interesting russian track bike from the 60s for sale, but I'm not sure about the dropouts. Are they still fine or is this too much rust?
Totally rideable, if you are concerned there are other nuts with a larger contact area or have a larger diameter washer underneath them, you should invest in those if you are concerned 👍

Just a lil surface rust mate

the rust its not a big problem. but they seems to be bent maybe you will need to align it, not a big problem.
i leave you a few resources about how to align bent forkends:
if the bike its for cheap its fine, easy to repair, just need care.

You could always spray a lil rust converter on that to turn it black.. just surface rust mate

Dropouts are fine, just spray them with some rust inhibitor, but If you’re somewhere in europe, beware that these Soviet frames have pretty weird standards, like 25mm seatpost, 26mm steer tube and specific headsets. It’d be pretty hard to find those parts outside of natural HVZ habitat.
Also, the bike in question is Ukrainian
