It’s a derailleur hanger that clamps into the dropouts.

You can use an adapter that you attach much like an old school derailleur and provides a modern attach point, much like this : [https://www.amazon.com/dp/B003UW4AXS](https://www.amazon.com/dp/B003UW4AXS)
I’m assuming you have friction shifters so you won’t have too much trouble with the shifting (since this setup will probably lack precision, which could be a problem with indexed shifters).

You’ll need a claw hanger adapter to do it
You would need what’s called a “[derailleur claw](https://www.ebay.com/itm/306022151874?_skw=dearailleur+claw+hanger&itmmeta=01JK4C3WHRPDMMQWP11VG6MSXY&hash=item47405776c2:g:yTcAAOSwQfhnezUx&itmprp=enc%3AAQAJAAAA8HoV3kP08IDx%2BKZ9MfhVJKm50X8BYizrfzI1MbLlskYMb12f%2BY5UOVMf6U32jvIJylbqlJ6cQbqq7DP8Ii7DwKW%2FYviq6cKbxRM%2BcsWh95NQTp3nZx5ij0Vw%2BvXsjBeiwrw8f9KMUSJ3X7nRRZ8U7whSy%2FcRGgGe5X%2FPJM5knr5kBG63ofoQMWrxXlwsam65wXUjHWV7hJSzeGqwHUe1Rkk4oyC4%2FRM%2BRFp8lFPE8hFXxWeAyEnJXIlaMoz%2BcuyCqbrqL%2FTLd1aqRT18tcLKcC5voT6Dptgr%2Faq%2FpX6g5SUIbzPbCmtLn8rb%2BDpPQEfW6A%3D%3D%7Ctkp%3ABFBM7smPjJll)”. If your frame does not have an integrated derailleur hanger, it is better to buy a derailleur with the “claw” already attached, like [this](https://www.ebay.com/itm/325021694652?_skw=shimano+claw+rear+derailleur&epid=2255363011&itmmeta=01JK4C7K5ZRVNZFRW09ZG2KFNW&hash=item4baccd7abc:g:B-8AAOSwRVhh9P4B&itmprp=enc%3AAQAJAAAA8HoV3kP08IDx%2BKZ9MfhVJKmMHeVvPw949dxJNiKbMtF7b7pX%2BxHf8w3JETcveiAvJ0oTE5Qv0FiojhwtmmvGWn92tKAevC7LbLpIR%2BWud5G0KHWZ4nOKg3eQBDBiEGG%2FFS5AVweC26EBS%2B9vSnfUXsuGXjvHOk0QB5I6KgKdmpqRH9CHSqEDUsCLYYFeihcexBb%2Fq8FUSIFasD3T%2FcHZWQtS8wDf4%2BvFlWizH0e0PP4%2ByaAqIVBGODpHCzxisJDyLDpSUIrAzHaM40tv7zBGdJKAPWWLcxZYoS0%2B29q%2BQCB3By6qZD3F5U4gnxLbBrOobQ%3D%3D%7Ctkp%3ABFBMjrOejJll).
