There are 4 pieces that clamp the seat rails. Two of them are stuck in the cylinder at the top of the post. Dislodge them first, and you’ll be able to see how the clamp can rotate horizontally.

Try to use the long bolt, or better yet a long hex wrench, to twist on them so they break loose. They are just there because friction.
