You need a special tool to remove the crank arm, and another tool to tighten the chainring. Just take it to a bike shop, there might be something more wrong with it.

Don’t be shocked if you need a new front crank arm they can strip if you ride on them wonky. Or already stripped and is why it’s out and wobbly. The tool is fun to have but if you don’t want a pile of tools pay someone then

Looks like the lockring behind the crankarm has come loose. Do not ride until a shop can tighten the rings. Damage awaits.
