Believe to be a Giant Iguana. Seller doesn’t have any better photos. What is the point of the tube connecting the post tube to the top tube? Any cons to this design? I welcome any input on this model, the year, and what a fair price would be. Desperate for a reliable bike I can go 10 miles daily on including dirt roads.

It’s made like that to mount easier and it looks “cooler”. Gives it a “full suspension” look without having suspension. Makes no difference.
The fork looks a bit bent backwards like it’s been in a crash.
It’s a dropped or lowered top tube. Designed to give a lower standover height. It’s need because wheels for bigger and suspension forks taller.
Most long travel full suspension bikes have this design because travel has gotten so tall.
