    I’ve seen that design before but not seen a specific tool. I’d probably use some penetrating oil and then try to remove with a hammer and punch rather than trying to find an old obscure tool for it. Or you could try a peg/pin spanner. Or some old pattern 2 prong single speed freewheel remover tool may be the right size. It doesn’t have a flange bearing up against the bb shell so it might not be that hard to get moving.
