what is the model number on the hub? Shimano hub should start with FH. you can find the exploded diagram of the hub on Shimano’s tech site from there.

Yes that’s a broken cone. They are sort of specific. A local coop should have some spares. A local bike shop might have one that works but not guaranteed.

I’d say that’s the cone nut.
It holds the ball bearings inside the curved side, called the race
And when you tighten it down it applies pressure to those bearings. Bearings don’t need much pressure else they don’t roll good. But if you tighten too little it’s wobbly.
After tightening the cone nut, you use another nut to hold that setting. By tightening the other nut called the lock nut into it. You need two narrow cone wrenches to get access to this narrow little nuts
It would appear the threads are stripped. Id guess from over tightening . You need to know Shimano hub model number to order new axle assembly. Or go to bike kitchen and see if they have a cone nut that size . A lot of cone nuts are genetic sized but I had issues this year where I had to order axle assembly from Germany because my hub not generic .
