You’ll never know what it is without the records of who made it. You can tell a lot by the seatpost diameter. If it’s 27.2mm you know it’s .7mm wall thickness, which means butted high quality steel, likely chromoly or Reynolds. A smaller seatpost indicates thicker tubing walls, as they all are 28.6 outside diameter. It’s got the signs of a good frame, forged dropouts, nice lugs. Once it’s painted, with no decals indicating tube mfr, then who knows? As for the headset, it’s made in Japan, looks like a Tange Levin maybe. Read the stamped letters on top.
