I ride this frame and really like it, but please be aware that this looks like a 10 speed groupset, which may be a bit of a pain.
That said, he’s priced it reasonably.

I would say yes, it’s a decent price. I bought my 2016 SSX Hi Mod (everything minus wheels) for $600. If the ultegra components are in good condition on this bike, I think a fair amount of people would buy this bike at $1k.
Edit: To add this is also assuming the nearly 9 year old carbon frame is solid too, which is something you’ll want to confirm.

Yes. Modern components will make sure this bike hangs onto more modern machinery. The only limitation i see are the tires, and if you ride no wider than 28s, I say this bike is more than enough for anyone.

This looks more like a 2015 frame, if we believe the catalogues.
The good thing about that is I believe 2015 still used 68 mm wide PF30 instead of the 73 mm wide PF30a introduced in 2016. You’ll have an easier time sourcing replacement parts down the road. It also uses a 27.2 mm seat post, so again easy swapping of parts (I can’t remember which Cannondale bikes used their own 25.4 mm post).
As far as rim brake bikes go, this is one of the best IMO. I love the geometry, the handling is very sharp without being nervous, and the ride is great.

Generally, as a rule of thumb at this point, any bike that’s in really good shape and that fits you but comes with rim brakes it’s not worth $1000. The bike is nine years old and I can’t tell much about it as far as the number of gears. The wheels are good but not great so as long as everything’s well cared for I would say it’s probably worth about half of what he’s asking around $500 or so. The Achilles’ heel of bikes of this age, is the bottom bracket, make sure it’s good and doesn’t creak or pop.

One of the lightest production frames from that era with a reliable electronic groupset. I’d say yes. Bear in mind, it will be a PF30 bottom bracket that comes with Cannondale Hollowgram cranks. That comes with its own difficulties depending on how handy you are with a bearing press.
