Is this frame worth a rebuild?

I’d be tempted to put a Claris 8speed groupset on that, presuming it’s 135mm OLN. (if you can get seat post out, looks very low in there)

ST-R2000 is compatible with canti brakes, it’s cheap, and 8 speed chains are robust.
