Just not around the *cable* housings.
I wouldn’t put a clamp on my steering tube spacers for a whole bunch of reasons, nope.
Yes it’ll be fine that bike has an alloy steerer so the bracket you want to mount won’t damage anything. There are child’s carrier seats that clamp around the steerer tube spacers, so your camera will be fine.
Take a look around, I think I’ve seen steer tube spacers that have a built in go pro mount.
