These are the cult fast and loose folding tires.
These have been inflated for over a week and only ridden a couple times but are brand new.

But it does look like the casing has failed partially. Remove and check
Maybe check the tube as well. I once had two light dents in my tire (50psi) and was so confused on what it was, as I only changed rim and not the tire.
Turns out the tube was twisted twice inside the tire..glad I didnt ride it
I’d hesitate to run it, be looking for a replacement, especially if you feel it while riding. Seen many dud tires last few years. Cult isn’t best at QC.
