Are you shifting while it’s making that noise? If not, it could be a bunch of stuff. Chain not aligning with cogs on cassette and you need to adjust cable tension (indexing). Limit screws need adjusting (link to show you). Many shimano chains have an “outside” meaning one face of the chain has to be facing outwards.
if your derailleur is correctly setup and the chain length are correct, then it is your cassette being worn out, you’ll have to replace it. It could also be the chainring but it is less likely.
This is a classic issue, the worn out chain has deformed so it is working with the worn out cassette but once you change the chain you end up with skips under load due to the wear.

Usually the smallest rings wear out first and can sometimes be purchased separately.
