You most likely need to adjust the limit screw or barrel adjuster

You’ve just put a new chain on the bike and now it won’t shift to the smallest cog and it slips in-gear under load?
1. You need to adjust the derailleur using the ‘h’ limit screw and maybe loosen the cable tension a little with the barrel adjuster.
2. Slipping under load with a new chain is the classic telltale that your cassette is worn out. If you keep riding it without replacing the cassette, it will wear out your new chain very quickly.
Worn sprocket teeth and brand new chain often cause this. Especially at higher gears where tooth engagement is less.
