If you don’t want to drill a hole a p-clamp might work.

Why not use a ziptie?
If you insist, consdering that most frames come with a hole there, it should be fine. Just make sure its a clean hole without introducing sharp edges or cracks.

Should be fine, I have a hole in the same exact spot on my Alu frame, 5mm should be ample.

Most fender come with a clip either preinstalled or in the parts bag. Or as others have mentioned zip tie works fine.

I have a set of full length mudguards that clips to the seat post
Could drill and tap just the tyre side of tube, would look a lot neater and one less hole in your frame. Or drill and fit a rivnut insert..

This is the answer you’ll get from every manufacturer. That said, I think you are good to go here. That tube is likely exposed to very little stress, and putting a small hole in it shouldn’t be a big deal at all. I’d say go for it.
People have been drilling holes in alloy frames for a decade to accommodate Di2 cables, and that is way more sketchy than what you have planned. You’ll be fine.
Also, these MTB are overbuilt. Its meant to take some abuse.

Metal/plastic zip ties work fine instead of using a bolt
Use a p-clip, some mudguards come with one
I just installed city bike mudguards on a MTB and there were holes on that exact spot for me to install them.
