I have a class 3 and the difference in safety between riding with cars at 20mph and riding with cars at 28mph is night and day. I have to do a few miles on a 4 lane road every day.
Why would regulating bicycles more ever be a good idea right now?

We have e-bike regulations in Poland stating that it can be powered up to 25 km/h only, and while pedaling only. But without control, people are buying chinese bikes or modify existing ones, to go faster or don’t need pedaling at all. A similar problem is with e-scooters, which should be limited to 20 km/h, but people usually modify them to unlock higher speeds.
People are lazy, and will want to put less effort to go as fast as possible. Instead we should strive to not go fast, but to not need to ride/drive any long distance. Make workplaces closer to homes, to cut commute altogether.
