I’m refurbing a neighbor kid’s bike. The handlebar mount is integrated with the stem which is attached to this fork. I can’t separate the stem and fork even after removing all of the brake hardware and mounting nuts. How do I do this?
More info:
The stem moves freely within the frame tube. So I either need to remove the stem from the fork or the handlebar mount from the stem to slide the stem down through the frame tube but there doesn’t seem to be a way to remove the handlebar mount from the threaded stem. The bars are mounted in the picture since I was using them as torque to see if the stem would unscrew from the fork. No luck so far.
Any idea how this works?

The bolt on top of the stem with the cable through it. This looks like a gooseneck style, should be able to loosen it, and knock it free
The bolt at the top of the stem needs to be loosened. Its an old style setup where two angled surface wedge together and clamp the stem inside the fork steerer tube

Loosen the top stem bolt that holds the whole assembly together in the fork. The bolt once loosened will need tapping to release the stem bolt inside the forks.
