seatpost is very tight in the frame hence the scratches. i believe this is the right size (27.2) and it looks like the previous owner had a smaller post in there and over tightened to compensate. should i try other sizes or run with this?

I would very carefully take around file and knock down whatever burrs are inside that seat tube.
