You can see in the movie, the SRAM Apex double tap shift lever now swings back and forth. I can’t find anything online about what’s supposed to hold it in place. It still shifts if you push it in normally, but I’d like to fix it to the correct position.
Is this fixable, or is a new shifter needed?

It’s normal. How would you brake otherwise.
It’s supposed to swing that way along with the brake lever, but I guess some spring broke and it no longer returns.

Maybe based on the comments so far, there was a spring like the picture above and it broke and fell out. I’ll see if I can source the part(s) for this at my LBS. Thanks!
Tie it with an elastic band to the main lever. Do it as close to the top and as tight as **NEEDED** with the elastic band since you still need to push it inwards to shift and dont make your job (shifting) harder than needed.
While you are using it like that you can keep searching online for a replacement/spare part or buy a broken lever and try to remove the necessary part for your lever if you wish to do so
Had the same issue once. It disappeared on its own once I’ve pulled the brake lever, not sure what have caused it in the 1st place
