I would like to ride around my neighborhood, on paved paths, and on dirt and gravel paths if possible. I would also like to feel safe riding in the rain.

My inkling is that the second one is best, but are any of these appropriate? What are the limitations of these bikes? Would changing their tires (to what?) extend their capabilities? Are their any red flags to look at if I test them?

The tires on the black one do seem quite warn so maybe change those before riding. The blue one does seem to be the nicest but hard to tell from the pics. As long as there is some tread the bike should work fairly well in the rain. When the rims/pads are wet the brakes don’t work as well so you can dry them occasionally. Getting full coverage fenders on the bike will help keep you dry, at least from tire splash. About $50.
