700x19c/29c is telling us that the rim manufacturer recommends a tire from 19mm to 29mm.
You are asking if 28mm will fit.
28 is between 19 and 29, so I’m going with YES.
Some people will say manufacturer’s recommended ranges are conservative and you could go slightly outside them… I don’t know enough to say if that’s true or not, but I don’t see why you should be concerned or questioning following the manufacturer’s recommendations?
