Hi, is this rim damaged? I'm new to cycling. I recently had the brakes changed and since then I hear scratching or scrubbing noise when I apply break and there's groove formed which I can feel when I run my finger over it. Please suggest what to do? Is it completely useless now? Thanks

Is it on both sides?
Got a rock stuck in your pads? If the damage is deep enough, it might be time for a new rim.
Hey based on the color of the rim you likely have a bunch of crap in your brake pads, if that line is new and not present on the other side or front rim it does present a problem but many rims come with a groove like this to serve as a gutter for crud off the pad and breaking surface. Clean the rim with degreaser and pull any metal shards out of your pad that have built up then sand your pads flat. Do this to both rims and all four brake pads as this buildup is very common in the winter.
Take the wheel out. Clean the braking surface on the rim and the brake pads with a cloth and isopropanol, rubbing alcohol or denatured alcohol. Clean it thoroughly. Your problem should be solved.
There is likely sand in the pad or on the rim. Don’t continue to use it like this you can end up needlessly wearing the rim down.
