Do you have the right tool? a punch the right size to hit it out with a hammer

How hard do you want to work to get this off? At this point it looks like you need destructive methods. How important is keeping the crank? Is this some vintage gem of a bike, or a cheap Motebecane?
Could you remove the drive side arm, then use a wrench to remove the fixed cup? Leaving the axle, cup, and crankarm all attached.

That’s not a cotter pin. It’s a grub screw

That looks like a split pin that is made from hardened steel. You need to use the correct size pin punch to drive it out of the other side. Good luck.

Your drill bit may not have failed, the pin could be spinning in place. Find an appropriate sized punch and try driving it out.

If you dint have the proper VAR press youre stuck with beating it out. If not drill a best you can. If your willing to start from a new get a sawzall and cut at the spindle.
