Simple to remove but you’ll need new brake housing.
looks like a hinge on the mount ring facing backwards/opposite the lever. have you looked underneath for another screw?
Any chance we could get some more photos of underneath?
They are called interruptor levers. You can remove them, but you would need to redo the brake cables.
For your info searching, try inline brakes, or safety brakes.
I haven’t worked on them… but, I think you can re-use your cables, but will have to get new outer housings.
