Hangar looks to be bent, simple job to straighten with a hanger tool.

Maybe extremely slightly but it doesn’t look like it from the photos. Backpedal the chain and see if there are any stiff/damaged links in the chain that could be causing the skipping. From the pictures it looks like your jockey cage is ~maybe~ a little crooked, but it doesnt look like it should have much impact. You could always try straightening it by hand.
If your hanger is bent/you want to try to adjust it without an alignment tool, I typically use a 3-way hex wrench.
