It sits on the inside of the axel against the fork. One broke on my back wheel and can’t find a replacement on the internet. Also not sure if it has a distinct name from the lock nut (to the right) and the axel nut (on outside left)?
its just, in practical terms another locknut, so any replacement one with the correct width and threads will do fine. Sometimes they are knurled for extra grip but its not necessary or on most types and the side knurls on your example is pretty rare.
So I cant name it but its obscure enough to not really be necessary to have a functional bike, if you are a purist it may be possible to find one but your maybe more likely to find it in a general recycling bicycle workshop or a specialist retro shop
