Suntour did make ratcheting bar end shifters, I see lots of them on Ebay for not much money. They will work much better than any attempt to turn these into bar ends. Bonus, you could sell these on Ebay for a lot more than the bar end shifters are selling for.
Nope, at least not one that’s worth the trouble or the $25 or so bucks to buy some used ones on eBay

Yes. They will literally just clamp onto the end of drop bars. I did the same on my miyata
