I am looking to buy a second hand bike and I came accross this. Does anyone know why the bike's chain/cassette looks white/powdery? I have never seen anything like this and am stumped. Not sure whether to buy, or whether it means the bike is in bad condition.

Did you ask the seller?
I mean going direct to source would seem the most logical choice to me.
Could just be caked on dirt – I’ve seen this before.
Bigger issue is that the dork disk is out of alignment.
Looks like it was ridden on a muddy road or possible a wet road with road salt. That inconsequential dork-disc looks messed up however.
Looks like white lithium 3in1 grease
Do you live somewhere that gets cold? It could be road salt.
Looks like a fine dust. Could be some sort of grease or oil. Probably sprayed on.
For extremely muddy cyclocross races I’ve heard of spraying Pam on the drivetrain.
Spray water on it. Dust will rinse right off.
Chain wax possibly?
Somebody hosed the drivetrain with a dry lube spray
On a side note, the drivetrain looks in decent condition, if you did go for it, a good clean and some fresh oil and you’ll get plenty of life out of it.
Dry lube, wax ,some sort of lube coated with some fine dust, Wash it off and start fresh.
Probably has just been sitting a while.
