Those plates are added on, not factory.

Almost looks like the Skavenger Edwin DeLarosa Frame I rode for awhile.
Edit: It has a head tube badge on it and was the same color of plum purple. It would only accept a certain seat post that was made up of a wedge system. As you tighten your seat into it, it would start wedging the pieces of the post outward into the seat tube. It was an interesting design but I loved that frame.
