  1. From a budget perspective… I feel like the cost to tune up to condition of the new ride I’m looking at would be the same as just buying the new ride.

Then would either keep big bird here as a loaner/backup for my recumbent curious friends or donate to bike share near me

  2. Sand down until there is no more rust and paint to be seen and then paint the fork, at least with clearcoat.

This is nothing, clean it up with some alcohol to get rid of the runny stuff. Looks like it’s still showing bare, unrusty metal in pic #2 so this job is easy

Take the fork off, hit it with a wire wheel on a drill or a scotch brite pad. You could sandblast too if you want a nicer finish. Prep it and paint and you’re done.

Don’t buy a whole new bike just because of this

at this point an upgrade would be ideal but if budgets tight you could try a few things
    1. is try finding a used fork somewhere

    2. sand down that fork and repaint it

3.let it be,and let future you deal with it

4.buy a new fork (you can get pretty cheap forks online)

5.go to places where alot of bikes are thrown away and try buying a good one there
