wheel broke a while back, so I bought a new one. I wanted to reuse my old cassette, and I (think I) have the right tools, however nomatter how much force I put into it, it wont budge. Can anyone help?
Have you tried leaning the wheel against a wall and standing on the tools, jumping a bit? If the wheel is toast, you’re not really risking anything (and it’s better than scraping the ever living out of your knuckles on the spokes when it finally gives)

Put the tire back on and inflate it.
Put the whip over the largest cog.
Put the wheel on the ground, like it was in a bike
Position both tools horizontally and push them downwards, whip in left hand, lock ring tool in right

Put some WD40 in there for a night.

I always try it standing up, so you can put your weight on it. Or try putting some bar over the wrench, giving you way more torque
persevere, it will come off at the end! consider that it might have not been taken off in years!
