No. Looks like it is not torqued down properly. The compression plug is meant to anchor for the top cap so you can preload the headset. It also reinforces the area that you stem clamps around. Make sure it is properly torqued before you ride.

This is supposed to be tightened at 8-10 Nm, use a torque wrench if you need. Also, it can help to put some silicon paste on the cones and threads.
