Use some good double sided tape and move on with life. There’s no reason to risk surgery here when you lose nothing fixing it that way. When M5 screws are stuck enough to snap off the head, you’re basically done trying to get the remnant extracted whole. You’re on to drilling.
Might not be worth the risk to get it out if it’s just for a down tube protector. I’d just slap some superglue on it and call it a day.
