
I took off the dust cap and there doesn’t seem to be a bolt or anything I can tighten to stop this movement. It moves up and down, side to side, in and out. It just feels very loose overall.
How to fix this movement?

New pedals.
Inexpensive plastic pedals like this can’t be rebuilt. Some higher-end pedals offer pedal rebuild kits, and this is a great opportunity for you to upgrade your pedals to something metal and better quality.

Your pedal bearing is dead. This is a cheap plastic pedal. Bound to happen is your pedaling style is violent.
Get a metal one or higher quality.
Get pedals with bearings vs. bushings(like these).
Bearing pedals spin without resistance, last longer, and have less play.
