Take the wheel off, squeeze the brake calipers until they touch each other, and presto, you have full access to the mounting bolt.

Looks like you need to remove the wheel and then fully apply the brake to get access to the hex nut/bolt with a wrench.
A zip tie around the two pads will probably hold the assembly in the desired state

I believe that is an 11mm adjusting nut. Might be 12 but I think it’s 11. The outer ones can easily be adjusted with an 11mm box or even adjustable wrench. Look up park tool OBW – 3, OBW – 4 for those types of brakes. CBW – 4 also can do it for your brakes.

Erm… a thin (cone) wrench would fit nicely. Make sure to use metric ones.
