Make sure all off the rings are aligned, and it is tightened properly. specifically the smallest 2. Not abnormal to have a little wobble but that is a significant amount. Might have a missing spacer or a broken spacer. But, also might not. It could very well be a bent axel. I feel like that would make the rotor rub as well though. But, I could be wrong.
