“Whatever this screw is” is the b screw.
You didn’t point to the barrel adjuster. Try to loosen it by turning it clockwise.
If you are already at the lowest setting, perhaps you installed the cable when it was too tight and you would need to add slack to the cable by loosening the pinch bolt.

Back off the upper limit, set the cable tension at the shifter so it stays at the smallest cog, put the upper limit back (you can tell when it will start to move the derailleur, stop there & test to ensure upper limit is limiting.)

Hard to tell if the h limit is set unless the cable is slacked up temporarily to check.
So just check 1. Index of shift cable, 2. H limit 3. B screw 4. Derailleur hanger

😂😂😂 facing same problem if u had friction shifters u could loosen the cable all the way, and when riding, it’ll force it to the first cog
But I’ll read the comments after a few day to look for a solution 🫡

If you are really stumped and are about to give up, one way to tell if it’s your limit screw is if it doesn’t shift to the smallest cog when the cable is not connected.

Your tension screw that you adjusted will create space between the pulley wheel and the cassette cog. You want to get this as close as possible without fouling any cog.
First things first however
Release the gear cable tension from the derailleur by undoing the bolt holding it. If that solves your issus already you know it’s cable tension.
Anyway. Set your H and L limits without any cable tension. Do this by manually starting in the smallest cog and grab your derailleur while pedalling with your right hand and shift the derailleur with your left thumb all the way through to your largest cog on the cassette. Make sure it reaches in line. Once your stop limit screws are set make sure you’re manually shifted all the way to your smallest cog.
Then finally check that you have correctly disengaged any clutch or shadow tech mech on your derailleur if my memory serves its 105 so you’re ok.
Once your ok your derailleur is correctly positioned and stop limits are set with your screws, then re- attach the gear cable.
Ensure you leave your adjuster barrel fully wound in and back out a half turn to allow you to adjust the tension fully. With a half turn to remedy anything else.
Then pedalling beginning shift gears from the bars and index each gear turning your derailleur barrel adjuster anti clockwise to add tension. Once you hear and see smooth running and shifting up and down . You should be fully indexed
