Converted 7 speed bike to a 9 speed bike, now has binding issues on smallest front chainring

I just converted my Cannondale F500 from a 7 speed to 9 speed. I still have the old triple front chainring installed and the drivetrain will not run on the smallest front chainring. It binds up because the derailleur and chain are to close to the cassette. The B screw doesn't change the gap at all. Do I need to get a longer derailleur hangar to change the clearance? Or will a new crankset with smaller or larger gears fix this issue?
