For attaching a bracket to which a front derailleur attaches.
Direct mount front derailleur mount, usually used for non-round seat tubes. (strange you have one, yours looks normal)
Given that almost everyone gave up on the front mech, it is just a chunk of metal indeed 🙂

I recently changed away from the 34/50 compact to a 22/36… a great move for aging me.
That bracket would not assist with the low placement of the new FD.
