CMake sure you have the non-drive cap that keeps that from happening when the wheel is bolted on bike. Otherwise normal but a touch looser tolerance than I would expect.

No, some brands just do that – just put it back in (with a little twist to get it all the way) and then the skewer holds it all together when it’s in the bike.

Looks like DTswiss to me! My favorite part is how easy you can do that to switch between wheel sets and keep same gearing. I run on and off road setups and this was a key to making it easier/cheaper than buying another cassette.
