Worth getting a tune up and new tires, or should I get a new Bike instead? Neighbor says it’s been sitting unused for over a decade (husband passed away).
Otherwise I quite like the way the Trek 2 sport felt at the store. Just need a bike to commute to work (about 6 blocks), and maybe eventually around town.

New bike. You’ll be spending hundreds on dollars if you take this to a shop and you’ll still be with an outdated bike when that money could be put into the trek and you’ll have a modern drivetrain ( no idea what kind of bike nor price point of the bike)
idk about new but id get a different bike. cannondale sometimes used proprietary forks like this one which are sometimes impossible to fix and difficult to replace.
Given the age of the bike a bad fork is an instant total.
if you can get the bike for free and can fix it for free or find someone to do it for free is the only time I’d consider it.
bike isn’t worth anything and for 240 you could find a working used bike.
