is the b-limit screw resting on the tab on the hanger? (It should be)
P-knuckle is seized, or it’s been rotated past its stopping pin and won’t tension the chain
Cage is on wrong, you appear to be missing the pin/screw that stops the cage rotating

You’re missing the pin on the cage that keeps the cage from unraveling all the tension of the spring.
