Length is centre to centre on the extension. I think these are -17 degree, your frame has a headtube angle in the 72-73 degree region so it should be near as damnit horizontal. I’d double check your handlebar diameter – 25.4, 26.0 and 26.4mm are all common clamp sizes. You can use shims to reduce the diameter of a stem clamp but if your bars are 26.0mm they won’t fit this stem without a major struggle
It’s not very well described in the ad you have screenshot here. The Nitto technomic stem is mostly alloy (including the compression wedge), but with cro mo steel bolts. It has a 73° angle which should be +/- 1° within parallel for most vintage steel frames. It will fit the steerer tube perfectly.
Another non-trivial consideration is the handlebar diameter: this has a 25.4mm (1 inch) clamp, which is a bit tighter than the common 26mm diameter alloy road bars that were generally used 30-40 years ago. As a rule it is best to fit handlebar/stem combos from the same manufacturer, vintage or current models. I do see that Nitto also make the technomic stem in other dimensions, including with the 26mm clamp size, and also with a longer 225mm rise, but those appear to be priced a fair bit more than the variety you are looking at here.
