Certainly looks like it needs more spacer at the hub. Cassette should fit tightly.
it’s normal for them to wobble a little when they spin, not when they’re stationary and you’re wiggling it
Missing a spacer. My understanding is that the 11 speed MTB cassettes were built to fit on 10 speed free hubs, as there was no problem hanging the large cog in over the spokes slightly. You need an extra 1.8 – 2.0 mm spacer that often came with 11 speed hubs or the cassette.
Check your freehub bearings, they could cause this, other than that, also cheque your torque on the lockring, if neither of those fix it, then you need another spaced
